In the Training Programme of the Judicial Officers of Tripura as organised by the Gauhati High Court at Agartala Bench on 21st May, 2012, Hon’ble Mr. Justice D.K. Jain, Judge Supreme Court of India, Hon’ble Mr. Justice A. K. Goel, Chief Justice of Gauhati High Court and Hon’ble Mr. Justice S. Talapatra, Judge Gauhati High Court, deliberated on the “Role of the Judicial Officers in the Justice Delivery”.

Hon’ble Mr. Justice D. K. Jain

      The erudite speech of Hon’ble Mr. Justice D. K. Jain is fraught with concern about the common litigants. He said with empathy that a litigant does not come to a court for pleasure. He comes as a last resort. He comes for justice. He reminded the Judicial Officers that there is no substitute for hard work, honesty, humility, sincerity to service and work. He reminded that the judicial service is not a profession. The concern should always be to do the right, to do the Justice. He said punctuality should not be compromised at any cost as it is interconnected with dispensation and image of the judicial officer. He was emphatic on work management and court management.

Hon’ble Mr. Justice A.K. Goel
Chief Justice of the Gauhati High Court

      Hon’ble Justice A.K. Goel, Chief Justice, Gauhati High Court suggested the Judicial Officers to be conscious of their goal and also to be aware of the people’s expectation. He reminded the officer that they are the protector of the right, liberty and property of the citizen. He further reminded that the divine role of a judicial officer is to protect the innocent and punish the guilty. To achieve the mission of a judicial officer, an action plan is required. He also suggested the officers to be equipped with latest development of law. He was emphatic on discipline, punctuality, self-management and dedicated service.

Hon’ble Mr. Justice S. Talapatra
Judge, Gauhati High Court

   Concerned with the arrears of pending cases. Mr. Justice S. Talapatra in his introductory remarks said that the main function of a judicial officer is to give justice swiftly and fairly. He explained the two key words, “swiftly” & “fairly”, in a very lucid manner. He said, “Swiftly” does not necessarily mean “hasty delivery but delivery of justice in the right time”; and fairly indicates qualitatively commendable delivery of justice.
